Cardiff residents

Wales' largest city, fastest-growing population

~21M

Visitors a year

Tourism, sport, conferences, students

Cardiff residents deserve digital services that are bilingual by design, accessible by default, and built around real Welsh communities. CardiffPal complements existing council services with a layer that puts the Welsh language and Welsh users first - a unified directory, native Welsh from day one, real-time data, citizen reporting, and a visitor mode for the roughly 21 million visitors the city welcomes each year. Aligned with the Welsh Language Measure 2011, the Welsh Language Standards, and the Well-being of Future Generations Act.

What CardiffPal delivers today

Six capabilities, live in production.

01

Service directory

One bilingual home for every Cardiff civic service - bins, council tax, transport, housing, emergency, more. Plain language, official sources.

02

Native Welsh

Welsh from day one - not Google Translate. Aligns with the Welsh Language Measure 2011 and Welsh Language Standards.

03

Issue reporting

Residents report potholes, fly-tipping and broken lights. Categorised, tracked, reference-numbered, routed to the right council team.

04

Service map

Over 40 council locations mapped and filterable - hubs, libraries, leisure centres, recycling centres, parks.

05

Live data

Real-time weather, air quality and council-API data woven into the platform. Current and contextual, not static.

06

Visitor mode

Cardiff welcomes around 21 million visitors a year. CardiffPal serves them with attractions, transport and practical guidance.

Standards alignment

Built to the 12 points of the Digital Service Standard for Wales.

01

Focus on user needs

Built around what residents actually ask for - not council-org-chart categories.

02

Design in Welsh and English

Native bilingual, built in from day one, not bolted on via machine translation.

03

Be inclusive

Free, no login, works on any device. Plain language. WCAG 2.2 AA-aware.

04

Use evidence and data

Responses backed by verified council data, official sources and real-time feeds.

05

Design for well-being

Aligned with the Well-being of Future Generations Act across all seven goals.

06

Be agile and iterate

Knowledge base updated continuously. New features deployed in days, not months.

07

Collaborate and share

Open architecture. Modular design enables knowledge-sharing between councils.

08

Use the right technology

Built on Next.js, TypeScript and modern open standards - proven, scalable, maintainable.

09

Manage and protect data

No personal data stored. Issue reports use hashed IPs only.

10

Work in the open

Every fact links back to its official source. No black boxes.

11

Make services sustainable

Self-serve directory and reporting handle volume without scaling staff. Reduces phone and in-person demand.

12

Make the service measurable

Every interaction logged. Usage analytics, satisfaction tracking, outcome measurement.

Well-being of Future Generations Act
